govt fines govt?

at times. just dont understand our society & system. one case after another. first of all. cant believe that JI detainee mas selamat is still on the run after 2weeks of manhunt. believed singaporeans out there want to know HOW he escaped from the detention centre? duh... everyone knows he escaped from the toilet! but how? who are the ones accompany him to the toilet & left him unattended? is he hand or leg-cuffed? sadly till now. we still do not hav answers to these questions. practically. we dont bother if you caught how many illegal immigrants over the past weeks of manhunt. who are these illegal immigrants compared to a 'run-away' JI terrorist? one noun to describe singapore's security. complacency (one of rsaf dirty dozens. haas)

next. how is LTA related to SMRT? are they both govt bodies? to my understanding. SMRT is somehow related to the govt though it registers as a private organisation. recently. LTA fines SMRT more than $350k for a 7hour disruption to the mrt service along east-west line 2months ago. soo is govt imposing fines to govt? haas. haiz. just dont get it lah. if SMRT is not related to the govt. why keep increasing fares whenever there are transport reviews? with cars hard to maintain now. we cant afford to withstand the increasing of fares for public transport in coming months. come on govt. something has to be done. prob monopolize the public transport industry? or govt to fully governize the industry?

argh. home alone for the next 4days.
